I'm german, so sorry my english not the best.
I'm selecting in „Extras-> Shutdown after finishing“.

When the download is finished the Message Box appears and the counter in the YES-Button counts. When the counter is zero the PC don't shutdown.

In „Options->General->Misc->Essential-> Ignore Extras“ is not selected.
I uninstall FDM, delete the directory and install ist again.
The problem is still there.
