Not possible to upload favicons & banner

Hi there
I was trying to edit a custom branded FDM that used to work in the past, but I failed to upload the 16x16, 32x32 favicons, although they were in the required .ico format & also the banner that was in jpg & edited to required dimensions. I managed to delete an outdated banner, but could not upload a new one (465 x 60, 7,6kb).c
What could be going on?
I also could not edit the Site Title "Habari Search Directory 4 Eastern Africa" in the first step.
The last time i tried to edit this a couple of months back, then I think for some reason, it did not have the updated banner at that time showing on 2, 3 separate PCs, although "Alex" had it show the updated banner.
Anyway, before I try out installing again after a year, I request you to look into the various steps, including uploading images, and get them to work.

UPDATE
I created a NEW account & this time, the same images could be uploaded with no problem and was able to create a new custom FDM.
It seems there is an issue with editing.
The problem which I get though after installation of the generated file is the one banner I added does not appear. I have the virgin FDM. Temporary download location => http://bit.ly/1YbQOqC
I raised this issue a year ago, as mentioned above with a version created under the other account, and had the same issue.
It would be spooky, if in this case also, you guys have the banner showing, while I get a virgin version. During the installation, though some other settings like what the user does during installation show.
Lastly, could you confirm the custom version is only available as Version 3.9.6 Build 1556?
