Change some settings in preferences

Dear developers;
kindly change the settings and options as shown in the picture. and add add another options are
1. "while clicked on snail mode all the download starts downloading at 10 KB/s or less"
2. speed limits in all the downloads individually in download panel.
it will be more user friendly and beneficial than current one.
