Why is freedownloadmanager.org website not accessible from Pakistan? I am accessing it via VPN.

The message from my ISP is under:

With reference to your email, this is to inform you that your reported URL (http://freedownloadmanager.org) is blocked as per PTA directives, if this is working on the other network then they should block these and follow the directives of the Pakistan Telecommunication Authority (PTA).

I don't think your VPN is working. Other words the VPN isn't VPN but going through your ISP instead. So double check your settings. But beyond FDM issue we can't deal with ISP and VPN issues.
