Regular download issues

Hello - I apologize if this has been answered before. I'm having trouble with the correct setting to achieve my goal.
3.9.2 build 1303 - on XP 32bit
Goal: Download an audio file every hour from the same http address. The file gets updated on the server throughout the day, but not at constant times. I want to make sure that I have the most up to date version on my computer. (I need the file name to be changed from what the server provides to 99999.mp3)
I have some familiarity with the software, but an stuck. I would appreciate a second set of eyes!
