FDM bug

When I set maximum connections and maximum downloads, I find something interesting happens, I end up getting something not what I expected. I expect 5 concurrent downloads will be occur, but instead I get 1 at a time! I click download all, and that gets it downloading 5 at a time, but then after one is finished it goes to 4 at a time, then 3, then 2, then 1, an it STAYS at 1 after that until I again click the download all button. I wish it could determine WHEN it was downloading at LESS THAN THE SET MAXIMUM CAPACITY, and AUTOMATICALLY INITIATE DOWNLOADS WHENEVER IT'S LESS THAN THAT MAXIMUM so it's ALWAYS running at maximum, until there are no longer that many downloads to complete.
