1. Maximal number of downloads is NOT maximal number of files, it is rather maximal number of sections downloaded from one site at a time. Look at the "Sections" column in FDM.
2. Many servers allow only one download at a time. Look at the "Log" tab in FDM and read error messages.

remove tick from "maximum number of connections:"
remove tick from "maximum number of connections per server:"
remove tick from "maximum number of running downloads:"

normally you would do this after selecting "Heavy mode" in the top right.

Maximum number of downloads is a maximum number of files. But if you set e.g. max 10 sections for the all downloads, and first download used them all, then second download will not be started.
