After add a new download job
while this job is starting (creating new sections)
switch to "Opinion" tab of this job

Then there is a high possibility that FDM can only create 4 sections for this job
(I set the maximum is 10)
the 5th section stays in "Creating new section..." status

Stop and restart the job does no help
Only restart FDM can solve the problem

So if I enable the "Display opinions when downloading", such phenomenon will appear frequently
