So i have been having some problems with fdm. It only downloads at 1.2 mb/s while on steam etc. i get 12 mb/s. anyone knows why this is happening?

Have you tried JDownloader 2 with only one connection and try FDM 6.x with one connection and compare it. the developer i hope should look into it.

How did you determine the slow speed and what version and what error did you get? Also if you using the same bandwidth and Streaming it would be logical that your internet speed would be limited. And speeding up after closing Steam down. This is a common occurrence but users don't release this your using the same bandwidth and if there are too many downloads or streams on the same bandwidth something going to give and that is everyone loose bandwidth speed.
